A trailblazing entrepreneur with a rich history in the medical cannabis industry, Russ co-founded Keystone Integrated Care and Mountaineer Integrated Care, securing a medical marijuana dispensary permit in Pennsylvania and the only full vertical license granted in West Virginia.
In 2015, with a vision for education and advocacy, Russ established the Pennsylvania Medical Cannabis Society (PAMCS), a 501(c)(3) nonprofit. As Pennsylvania’s premier organization for cannabis professionals, PAMCS has since orchestrated over 50 educational events across the state. Under Russ’s leadership, PAMCS played a pivotal role in the 2016 cannabis legalization campaign. Recognizing the broader implications, PAMCS transitioned to a national model in 2018, launching the Medical Cannabis Society. Its mission: to drive medical cannabis research, education, and leadership across the United States.
Russ’s commitment to the cannabis industry extends beyond entrepreneurship. He participates in the ASTM Committee D37, dedicated to crafting industry standards, highlighting his dedication to ensuring best practices within the field.
Before his deep dive into cannabis, Russ founded Optimal Reach Media, a marketing and design firm with clients such as UPMC and the United States Department of Defense. Beyond business, Russ’s leadership extends to the nonprofit sector. He currently serves on the Board of Directors for the Tourette Syndrome Awareness Foundation and chairs the Medical Cannabis Society’s board.
Russ’s entrepreneurial spirit traces back to his academic years at West Virginia University, where he studied Psychology. Among his early ventures was Webbula, a data-centric technology company birthed in California. What began as a concept in 2009 quickly transformed into a global leader in the data industry. With Russ at the helm, Webbula attracted elite clientele, including industry titans like Google, Yahoo, T-Mobile, Neustar, and Epsilon.
